IDBC was founded in 1987 by Dr. Donald A. Strombom, a world authority in procurement with over 30 years in international project work. The last six years of his nineteen year career in the World Bank were spent as Chief of Procurement, responsible for formulating and administering the policies and regulations governing the contracting for all goods, works and services in Bank-financed projects in developing countries. These same policies have been adopted virtually intact by all multilateral development banks.

In its more than fifteen years of operations, IDBC has assembled a staff of highly qualified professionals with advanced degrees and experience in the multilateral banks, United Nations, government and private sector organizations.
