Donald A. Strombom
Donald A. Strombom, President of IDBC, LLC and a Director of the Centennial
Group, is a Professional Civil Engineer who began his career working with state
and local governments in the US. After a two year highway planning and
programming assignment in Ethiopia he returned to the United States to complete
a Ph.D. in Engineering, with a dissertation calling for new approaches to
transport investment planning in developing countries. In 1969 he joined the
World Bank as its first Senior Urban Transport Engineer, soon becoming Division
Chief of Urban and Transport Projects and later Deputy Director, during the
years when the World Bank first began addressing the issues of urban poverty
and development. He worked in Africa, Asia, the Middle East and Latin America,
gaining wide experience in project evaluation, financing and implementation.
In 1981 Mr. Strombom was appointed Chief of Procurement Policy for the World
Bank, a position that involved setting and administering policies and
procedures for its borrowers to award contracts for goods, works and services.
These procurement rules are the Bank’s primary means to ensure the proper use
of funds from its loans and credits to member countries.
Mr. Strombom left the World Bank in 1987 and established IDBC and IPC. These
companies, now combined in IDBC-LLC, a member of the Centennial Group, have
wide ranging experience in working with the multilateral development
institutions, their member country governments, NGOs and some of the best known
private sector companies to promote international business and development in
all regions of the world.
In recent years, he has written numerous articles and advised on how good
procurement practices can be an effective tool to combat corruption. He chaired
the procurement discussions of the International Anti-Corruption Conference
held in Washington, DC in 1999.
